I don't know too much about the story behind this song's place during the first month of the Time Fades Away tour in 1973. However, my speculation would be that this song was recorded at some point in studio for the aborted "Time Fades Away ll" album. Time Fades Away ll will be released with the Archives ll collection by Neil Young. So, it's very likely this song will be somewhere in that collection. This song was on a bootleg cassette series I had called "Rare Neil" and was labeled "the Politician."
